BPSR MANDATE

Mandate of the Reforms Steering Committee

The Reforms Steering Committee is a subsidiary of the reforms component in the state Chair by the secretary to the state government, primarily responsible for the strategic oversight and coordination of ongoing reform efforts across various government ministries, departments, and agencies (MDAs). Its mandate includes guiding the implementation of reforms to ensure alignment with government policies and strategic priorities. The Committee provides leadership by setting clear objectives, timelines, and deliverables for reform projects, ensuring they are effectively executed and monitored. It also plays a crucial role in resolving challenges or bottlenecks that may arise during the reform process by facilitating inter-agency collaboration and coordination. Additionally, the Steering Committee ensures that reform initiatives are adequately resourced and that the necessary technical support is provided to guarantee their success. Regular assessments and reviews of the reform programs are part of its responsibility to track progress, report on outcomes, and recommend adjustments as needed to meet reform goals to the steering committee.

Mandate of the Reforms Council

The Reforms Council functions as a higher-level advisory and decision-making body that provides strategic direction for public sector reforms. The committee is headed by the Executive Governor while the Director-General BPSR serve as the secretary. Its mandate includes setting the broad policy framework for reforms, ensuring that reform efforts are in line with national development objectives and international best practices. The Council offers guidance on critical reform priorities and makes key decisions on resource allocation, scope, and strategic focus areas for reform initiatives. It plays a pivotal role in securing high-level political and institutional support for reforms, thereby ensuring that reform programs receive the necessary backing and commitment from the highest levels of government. The Reforms Council also ensures that the impact of reforms is monitored and evaluated at a macro level, providing oversight and strategic recommendations to improve reform outcomes.
