INAUGURATION OF STATE2STATE SUB-NATIONAL COMMUNITY OF PRACTICE FOR HEADS OF SERVICE FROM SEVEN PARTNER STATES

The USAID-funded State Accountability, Transparency, and Effectiveness (State2State) Activity supports governance reforms across seven Nigerian states: Adamawa, Akwa Ibom, Bauchi, Gombe, Ebonyi, Kebbi, and Sokoto. The project aims to enhance accountable, transparent, and effective governance, thereby improving service delivery in education, health, and water, sanitation, and hygiene (WASH).

Since its inception, State2State has actively collaborated with the Offices of the Heads of Service (OHoS) in the partner states to support state-led governance reforms in its priority sectors. Through the State Transformation Committee (STC) and other platforms, State2State has championed various reform initiatives. To further strengthen this partnership, the organization has initiated the establishment of a Community of Practice (CoP) for Heads of Service and their associated departments, including Establishment and Training, Labor and Productivity, and Administration. Aimed at to foster peer learning and quality conversations among OHoS stakeholders; Strengthen the civil service to deliver improved services in the priority sectors; Support sustainable collaboration across the partner states and Launch/Inauguration of the Heads of Service Community of Practice

State2State has scheduled the launch and inauguration meeting for December 2–3, 2024, in Abuja. This event will outline strategies and engagement plans for sustaining the CoP and discuss participation and resource mobilization for its continued success.

The core participants of the CoP are the Heads of Service from each partner state, alongside key officials from their offices. the Gombe State official to participate in the inaugural meeting:

  1. Alhaji Kassim Ahmed Abdullahi, Head of Service, Gombe State.
  2. Alhaji Abubakar Hassan, Permanent Secretary, Bureau of Public Service Reforms/Chairman STC.
  3. Alhaji Abubakar Bello Mallam Sidi, Permanent Secretary/Head of Administration and Civil Service Commission, Gombe State.


Accordingly, the Head of Civil Service Gombe State will be required to make a 30-minute PowerPoint presentation addressing: Objectives and functions of the OHoS in Gombe State; The role of the HoS in championing ongoing State2State reforms, including examples and results; Opportunities to deepen and sustain State2State reform interventions; Challenges faced by the OHoS in managing human resources to optimize reform efforts. Event will commence from 2 to 3  December, 2024.
