Reform Milestones

 the three (3) years of its existence (2019-2022) the Gombe State Bureau of Public Service Reforms has facilitated the actualization of the following in the State:-
➤ Rationalization of the number of line Ministries from 27 to 21. Creation of the first Ministry of Internal Security and Ethical Orientation at the State level in the Country. Establishment of the first Bureau of Public Service Reforms at the State level in the Country, Creation of the first Budget, Planning, and Development Partners Coordination Office in the State. Publication of the first 10 Year Development Plan at the State level in the Country known as the Gombe State 10 Year Development Plan 2020-2030 (DEVAGOM).
➤ Introduction of the First Health Insurance Scheme for civil servants and public officers in the State known as “GoHealth”.
➤ Establishment of well operationalized Primary Healthcare Centres in all the 11 Local Government Areas of the State.
➤ Establishment of the Gombe State Goes Green Office otherwise known as 3G Office which is the first of its kind in the State that is currently saddled with the mandate to plant and nurture 4 million trees in 4 years to check the menace of desert encroachment and erosion in the State.
➤ Establishment and operationalization of the first Gombe Geographic Information System (GOGIS) in the State headed by a Director General for effective land management and development control in the State Capital. ➤ Establishment of the Office of the Director General, North East Development Commission Coordination Office.
➤ Establishment of the Office of Director General, Gombe Media Corporation.
➤ Establishment of the first 3 Arms Zone in the State Capital to house the permanent buildings/headquarters of the Judiciary, the Legislature and the Executive (Ministry of Justice, House of Assembly Complex and State Secretariat). Creation of the Gombe State Urban Planning and Development Authority (GOSUPDA) from the old State Development Board.
➤ Establishment of Gombe State Security, Traffic and Environmental Constabulary (GOSTEC) with a first batch of five hundred (500) personnels comprising mainly of the youth.
➤ Establishment of the first Basic Education Development Agency (BESDA) in the State to restore and improve the standard of primary schools in the State.
➤ Introduction of Biometric Date Capture in the State Civil Service to eliminate the menace of “Ghost Workers” check absenteeism and financial fraud in the State Personnel Payroll System.
➤ Adaptation of modem budgeting and financial reporting system in the State financial management system (MTEF, MTSS, IPMIS, IPPSAS etc).
➤ Introduction of Single Treasury Account (TSA) to block and eliminate leakages in Internal revenue remittances and management of public funds.
➤ Repositioning of the State Internal Revenue Service through automation of the tax administration process and creation of electronic tax payment platforms/portals.
➤ Review of the Audit Law granting autonomy to the Office of the State Auditor General to strengthen accountability and prudence in the management of public resources (funds and assets) in the State.
➤ Repositioning and upgrading of the State Due Process Office to a Bureau status with a Director General in charge.
➤ Establishment of the Office of the Director General, Research and Documentation in the Government House to take charge of all government records, documentations, research and publications electronically.
➤ Establishment of the Office of the Director General, Debt Management in the Ministry of Finance.
➤ Establishment of the Office of Director General, Protocol and Facility Management at the Government House.
➤ Establishment of the Office of the Director General for Diaspora Affairs in Abuja.
➤ Establishment of the Office of the Director General, Joint Projects Development to harmonize and coordinate overlapping developmental projects/programmes with the Local Government Councils in the State.
➤ Establishment of the Office of the Director General, Federal Establishments Matters in Abuja.
➤ Establishment of the Office of the Director General, Press Affairs Government House, Gombe Establishment of the Office of Special Adviser on Human Capital Development and Children at Risk Programme.
➤ Establishment of the Office of the Director General, Project Implementation, Monitoring and Evaluation to ensure compliance to quality standards in contracts delivery.
➤ Establishment of the Offices of Special Advisers on Political Matters, Drug and Narcotics, Development Control and Compliance, Special Duties etc.
➤ Repositioning of the Gombe State Sport Commission and the Gombe United Football Club.
➤ Establishment of a Pilot Modern Cattle Range Project in the Wawa – Zange Forest to set the Stage for gradual migration from the traditional to modern cattle rearing as a final solution to the long entrenched farmers – herders conflicts in the State.
